    "content": "On a point of order, Madam Temporary Deputy Speaker. Whereas I do not agree with the language used by hon. Affey, that is a fact. I am the chairman of the Committee that oversees that Ministry. The issue is dealing with northern Kenya, as put by hon. Affey. The money we have there is in peanuts. It cannot carry out basic obligations. Is the Minister in order, therefore, to mislead the House by saying that there is enough money to carry out the basic obligations?"
