But the Minister will also confirm that they are refusing to do the road between Garissa and Mandera and I do not know for what reason. It is now that the Minister confirms it does exist. Through an Executive order, they are trying to formalize it through the law; there used to be what was called the Arid Lands Resource Management which was a very important institution in the Office of the President and later in the Ministry of State for Development of Northern Kenya and Other Arid Lands. That, for most of us was a substitute government. In fact, when you see Arid Lands Resource Management officers that is when you truly see the Government. But when you see a District Officer and the police, you see harrasment.
