"content": "(Mr. I.E. Mohamed): Madam Temporary Deputy Speaker, I thank you for giving me this chance. First and foremost, I want to thank hon. Chachu Ganya, who has been working very closely with my Ministry. I want to assure hon. Members that the Government fully supports the creation of the proposed Authority. It is in the Draft Policy, which is still finding its way to Parliament, through the many hooks. Stakeholders are fully supportive of the establishment of the Authority. Through an Executive order, the President has already created it. So, I am happy that we are now carrying it in law. Madam Temporary Deputy Speaker, after listening to contributions by a few hon. Members, I would like to say that the proposed Authority’s work is not limited to food security. It will champion the ending of drought emergencies. It will lead the process through which we will stop the suffering of Kenyan children, whom we have watched on television sets in our living rooms, precipitating the Kenyans for Kenya Initiative, for which we thank Kenyans a lot. So, it is a strategy in which we are saying that in ten years, there will be no more malnourished children of Kenyans being shown in our living rooms, televisions and in the international world. I want hon. Members to understand that a road is as important as an irrigation scheme to end drought. In fact, an irrigation scheme in Mandera or Todonyang will be useless without a functioning road, energy and peace. Therefore, what our Vision 2030 calls the foundations must be in place as a perquisite for this Authority to succeed."
