"content": "Madam Temporary Deputy Speaker, the word “management” is a very wide terminology. So, I want to assure hon. Millie Odhiambo that it will culminate with all the ministries, including the Ministry of Roads, Ministry of Education and the Ministry of Health. They are all needed for ending drought and preventing it from becoming an emergency. It will monitor drought. It will make sure that communities adapt to climate change. I want to answer hon. Affey that this National Drought Management Authority institutionalizes the functions of the arid lands. We cannot rely on projects. This is a long term institution and we believe it will be funded from the Exchequer. With the Ministry of Finance, we hope to create a drought and disaster contingency fund together with the Ministry of State for Special Programmes so that funds are available at the earliest opportunity. Again, I want to inform hon. Affey that the days we relied on donors for the most critical work are gone. The Kenya Government should fund such a contingency fund so that we do not allow our children to become malnourished and be seen on international televisions. No child in Kenya should die from drought. Droughts are predictable. We have a Somali saying that: “For both the bound and boundless, drought comes creeping on you.” Therefore, droughts are predictable and we can predict and plan for them and no child of Kenya should die because of drought. With those remarks, I support and assure the hon. Member that the Government has already put in place the structures and it will get the necessary resources that are required. Thank you."
