"content": "Mr. Speaker, Sir, I want to appreciate the Minister’s answers. Not being a lawyer, I would then seek further direction from you because what I am aware of is that the ruling on the issue of County Commissioners was that they are in place illegally. The Attorney-General who sits in this House gave advice to the Government not to appeal that decision. The Minister, in his personal capacity, has then gone to court to appeal this matter. Therefore, as I said, I appreciate the Minister’s answer. But from what I have just said - the issue not being in conflict with the ruling that the court gave and the subsequent advice of the Attorney-General – I wonder whether it is in order for the Minister not to answer my Question. The appeal has been lodged by the Minister as an individual and not as a Minister of State."
