    "content": "Madam Temporary Deputy Speaker, I want to, first of all, congratulate the mover but also to say that there is a lot that needs to be done on the management of the next general elections. I just want to alert the House that I have already alerted the Speaker and the Office of the Clerk as we speak now, of a draft Bill regarding further amendments to the Elections Bill particularly on the voting of Kenyans in the diaspora. As you know, regulations alone are not enough. As it is, they are so insufficient. We do not know how the thousands of Kenyans outside in the diaspora who want to participate in the next general elections will vote. Therefore, as I bring amendments to this Bill I hope that the House will in the same spirit support me so that we can have proper laws regulating elections come the year 2013. I beg to support."
