    "content": "First, Articles 218 and 221 are the ones which provide for Budget making in Kenya and that responsibility rests in this House. When I was appearing before the Departmental Committee and in this House fighting for the Budget of the Ministry including the money to recruit more teachers, not a single Member of Parliament, not even the Committee raised the question of increasing the money in respect of the 1997 agreement. That is a fact!"
