    "content": "You are right, Mr. Speaker, Sir. I was coming to the payment of Kshs618,000 which seems not to have passed through the constituency committee. Apparently, the Works Officer together with the CDF Manager sitting with one of my officers, the District Industrial Development Officer certified that the certificate was authentic. The payment was made on the strength of the signature of the Public Works Officer because they were the ones who were supervising the project. That is the information I have and the area Member is correct because there was no committee that sat. But subsequent to that, when the project stalled they held two meetings and they should have addressed this anomaly seriously."
