"content": "Displaced Persons (IDPs) in their own land. I want to thank Lamu and Kilifi counties for accommodating us during this time. You cannot live in places which do not belong to you for a long time because you will not be welcomed forever. As we allow the military to intervene, we want their mandate to include humanitarian activities. Since 1948 whenever peace efforts are being carried out in various parts of the world by the United Nations (UN), the military does not just go and pacify an area. They also have a wider mandate to help in terms of providing medication and infrastructure reconstruction. All of us know that when the military is called in, in an emergency, particularly when we have flooding, they are able to put up bridges within a matter of days. Mr. Temporary Deputy Speaker, Sir, in this region, many houses, dispensaries or medical facilities have been destroyed in the course of this conflict. As the military is doing their work, I would urge them to involve themselves in reconstruction efforts. I also urge them to divide themselves into various groups so that each group may have a specific mandate. For example, they could have those who will pursue these attackers in the forest. The rest can be combing the area for illegal arms. Others can involve themselves in providing medication and infrastructure reconstruction. At the same time, normalcy must be returned and restore order in that part of the country. Mr. Temporary Deputy Speaker, Sir, the crisis is big. In fact, more than 100 people have died. Those who have remained there, in fact, no one wants to stay there. Everyone wants to go away because they have felt that the Government has left the Tana Delta to their own devices. I am urging a very strong statement be made from here in this Parliament, not just for peace efforts, but strong arms of Government to be felt in that area. We are urging the Commander-in-Chief to deploy military in that area so that the whole nation can see that we will not tolerate a few people who want to destabilize this country. Mr. Temporary Deputy Speaker, Sir, I have said before and I will say it again; that today this is happening in Tana Delta, but we do not know about tomorrow. The Swahili people say that:-"
