But when a person or persons are killed and it is not attended to in the right procedure by the arm that is supposed to execute the issue, then those who are injured will think that now they have to mete the justice themselves and that is where issues of revenge come in. Mr. Temporary Deputy Speaker, Sir, why should the Government not act when issues are still small? Why should the Government wait until people think of revenge because the Government cannot revenge for them in terms of ensuring that justice happens? The scale of destruction that happened in Tana Delta is unparalleled. I think it can only be compared to some extent to the Turbi Massacre. Most disturbing is even within the African culture when communities fight, it is men who are engaged in violence and fight and kill one another. But in the case of Tana Delta, women and children who have no part whatsoever to play in a conflict; who cannot lift an arm who later on were the victims of violence and they cannot even defend themselves, have been the greatest casualties in this conflict. We are talking to the tune of more 100 lives lost in a span of three weeks. When we call upon the Kenya Defence Forces to be deployed to the Tana Delta, we ourselves have our concerns. The Defence Forces have not been good friends when they are deployed to areas to go and restore normalcy. They have committed atrocities in the past when they were deployed to Mt. Elgon. We know that! We are concerned that even after they are deployed to Tana Delta, are they going to do what they have been urged and deployed to do or they are going to turn to the innocent women and children again? We are concerned! Mr. Temporary Deputy Speaker, Sir, when we are talking of more than 100 lives lost in a span of three weeks, the regular police, Administration Police and the General Service Unit (GSU) are there in their numbers and they are unable to control the situation. Shall we say because we are afraid that the Kenya Defence Forces are going to commit some atrocities, we let our people kill one another as the police watch? Shall we say because we are afraid the Kenya Defence Forces may rape our ladies---"
