    "content": "Madam Temporary Deputy Speaker, the role of Parliament is oversight. Our job is to oversee what the Executive is doing in its constitutional mandate of ensuring a stable and peaceful society. This Motion, as drafted, has put the cart before the horse. Parliament is not responding to a request by the Executive. Parliament is making a decision and telling the Executive to implement it. In my own view, that is not what the Constitution anticipated. The Constitution anticipated that the Executive would make a decision about when it is necessary to defend the Republic of Kenya, and then Parliament will assess and approve or fail to approve such a decision. We are told by the Acting Minister of State for Provincial Administration and Internal Security that 1,500 General Service Unit (GSU) officers will be deployed over the next 72 hours. We must, in my view, allow the Acting Minister of State for Provincial Administration and Internal Security, his police commanders and others to make an assessment, because that is their work; then when they come back to the House, we can respond to their assessment. I would want to discourage the House from taking over the responsibility that the Constitution has donated to another organ of Government. Therefore, I would oppose this Motion in the way it is drafted at the moment."
