Mungatana made the point very clearly, that the Motion as it stands now is quite constitutional and on the question of Parliament urging, we all know that we urge the Government all the time to do several things. So, I think, really, what hon. Duale is saying is that we have been urging Government to do a lot of things, and this is one of the very many things. We are urging them to go ahead and do it and then now come back for approval from Parliament. I think that is really the position at the moment. Hon. Sophia Abdi, you are contributing now."
