    "content": "On a point of order, Mr. Temporary Deputy Speaker, Sir. I rise under Standing Order No.5. A few minutes ago, I gave notice under Standing Order No.23 (1). Since then, I have realized that the hon. Member for Bura, Dr. Nuh, had given a Substantive Motion on the same to the House Business Committee and since this is a very serious national issue, I wish to withdraw mine and allow Dr. Nuh to present his Motion to the House Business Committee today hoping that it will be approved so that the Substantive Motion which covers all aspects of insecurity in Kenya which will also have a binding resolution can be discussed by the House tomorrow.
