"content": "Thank you, Mr. Temporary Deputy Speaker, Sir. I rise on a point of order on a matter that I think needs to be addressed. This matter should have, probably, been raised earlier. However, when it comes to matters of constitutionality, it does not matter when it is flagged off. Mr. Temporary Deputy Speaker, Sir, I will just ask for the Speaker’s ruling. Article 107 of the Constitution provides on how the proceedings of the House can be presided over. It says:- “Presiding in Parliament 107. (1) At any sitting of a House of Parliament— (a) the Speaker presides; (b) in the absence of the Speaker, the Deputy Speaker presides; and (c) in the absence of the Speaker and the Deputy Speaker, another member of the House elected by the House presides.” Mr. Temporary Deputy Speaker, Sir, based on that, it is very clear that if the two Speakers who we voted for are not present, or are not for any reason able to preside, then a Member elected by the House should preside. Mr. Temporary Deputy Speaker, Sir, I want to refer you to Standing Order No.10(1) on the appointment of a Speaker’s Panel which the Temporary Deputy Speaker sitting on the Chair today derives his authority from. It says:- “At the commencement of every Session, or from time to time as necessity may arise, the Speaker shall, with the approval of the House, nominate four Members (not being Ministers) who shall be known respectively as the First, Second, Third and Fourth Chairperson of Committees, and who shall be entitled to exercise all the powers vested in the Chairperson of Committees including the powers as Deputy Speaker.”"
