    "content": "Mr. Temporary Deputy Speaker, Sir, I wish to inform my good friend here, Mr. Namwamba, that the same Constitution under Schedule 31 on the Miscellaneous matters on existing offices states as follows:- “Unless this Schedule provides otherwise, a person who immediately before the effective date, held or was acting in an office established by the former Constitution shall on the effective date continue to hold or act in that office under this Constitution for the unexpired period, if any, of the term of the person.” Mr. Temporary Deputy Speaker, Sir, I wish to inform the hon. Member that it is appropriate and proper for those who are continuing acting in those offices to continue. This particular matter will then be effective after the next elections. But as of now, the Members of the Speaker’s Panel are appropriately in office."
