    "content": "Mr. Deputy Speaker, Sir, the Ministry of Foreign Affairs gives very clear instructions. We always tell individuals who go to work in these countries that immediately they land at the point of entry, they should get in touch with the Kenyan ambassador and with the officers in the embassy. It is true that we have agents who are doing this job, but many of them are quacks. The Ministry of Labour should be held accountable because they are the ones who have been registering these agents. I believe the Ministry of Labour should handle the matter."
