    "content": " Mr. Temporary Deputy Speaker, Sir, I want to refer the House to page 1783 of the Bill, on restrictions to be put on motorcycles carrying more than two passengers. This is extremely important but there is another restriction which should be looked at very carefully. That is the restriction that says that passengers on motorcycles should only sit with each of their feet on either side. I have seen women being carried on motorcycles sitting sideways precisely because of the way in which they dress. Whereas I sympathise with women, it is extremely dangerous. I think this rule is extremely important."
