    "content": "Mr. Temporary Deputy Speaker, Sir, the Assistant Minister is well aware that the local authorities only run health centres upon being licensed by the Ministry of Health. If a local authority is not able to run a facility due to inability to do so, it is within the authority of the Ministry of Health to run the facility. So, he cannot say that the Ministry must be requested to take over the health centre. It is the Ministry of Health which gave the franchise to the local authority. If the local authority is not able to run the facility, the Ministry should take back the franchise."
