    "content": "Mr. Temporary Deputy Speaker, Sir, I would also like to say that the protocols that we have annexed as schedules, we should, as much as possible integrate their contents within the body of the main Bill because, again, even though the schedules are usually part of the Bill we have a tendency, as Kenyans, to treat them as inferior. So, unless we have them within the main body, it may not be very helpful. I have certain suggestions for amendments within the clauses but because I sit in the Committee, I will not talk about them except for Clause 12. I will leave the rest to the Committee so that we save on time and give the other Members a chance to speak on some of them. However, I want to comment on Clause 12. We need to include the Commission on Gender, the Secretary for Children Affairs and somebody from the National Council for Persons with Disability in the Committee to be set up because these are the groups that are normally affected in case of displacement. With those few remarks, I second the Bill."
