Is the Minister in order to refer to Cabinet documents as being of value when the same Government refers to titles as pieces of paper and it does not respect court orders? This is a character that we know of the Government and that is why the Government cannot respect its own agreement to pay teachers. Is he in order to mislead the House on the good character of the Government which we know does not exist?"
