    "content": "Mr. Deputy Speaker, Sir, I had asked the Assistant Minister to tell the House what he is doing to improve the surveillance facilities he has in the Ministry, but he did not say much about it. In the course of late last year, when the price of sugar rose to Kshs230, they issued a Kenya Gazette notice to allow factories to import sugar. Up to now, we are yet to be told whether that authority is still in place or he has stopped it because this imported sugar is what causes a lot of unstable prices of sugar-cane."
