    "content": "For the benefit of the House, a Minister, in our Standing Orders, is the President, the Prime Minister, the Vice-President, a Minister and an Assistant Minister. So, a Minister is a Minister. There is nothing substantive, unsubstantive, first rate or second rate Ministers in this House. For the purpose of transacting this business, a Minister is a Minister. I think that puts that matter to rest. On Question No.1783, hon Kabogo, you may proceed and ask the Question but I have a communication on the same too."
