When the Ministry of State for Defence went and bought an insurance cover from a company that was not stable, who should be held responsible? It is the Ministry and the Government, for that matter. Is the Ministry in order to transfer the problem to the insurance company when we know that it is the employer who is supposed to vet the insurance company and pay if the insurance company is not able to pay?"
