"content": "On a point of order, Mr. Deputy Speaker, Sir. Is the Minister in order to mislead this House that he has no powers, when we know that the Central Bank of Kenya is directly under his docket and the Banking Act states very clearly that the Statutory Manager should be somebody appointed with the knowledge of that specific sector? We expected the Manager either to collect the taxes which the directors had avoided to pay or bring in the names of the customers who were doing dubious business through the bank, or do all that is required to protect the interests of the depositors and general public. Is the Minister in order to give the impression that he has no powers, when we expect him to do all this and ensure that the bank is opened? In any case, seven years is not a short period for him to have acted on this."
