    "content": "Hon. Deputy Leader of Government business, Members of Parliament cannot debate Bills outside Parliament once they are published. The assumption of inclusivity and involvement of the public in conjunction with the Members of Parliament has to be anticipated. It has been done before it is published. There are clear rules that bar us from debating something outside once it is published. So, how do you intend to go forward on this, because you said that you need to carry the public along? You have to debate these things in a draft form if, indeed, you want to carry the public along. Maybe that is what you should be doing now!"
