But on account of the very serious admission on the part of the Minister who is constitutionally mandated to bring these Bills to the House and have them published, that he is not in the picture, may I ask you to utilize the substantive provisions in the Standing Orders and we go into adjournment in order to discuss this matter, so that Kenyans can know that the people withholding the publication of these Bills are the very same people who are opposed to the new Constitution and are using these delaying tactics in order for us not to meet the deadline set in the Constitution. Would you allow us to do that?"
