The reason being because the Bill is not limited to police and health workers, any authorized person can implement this law. For example, if it is goods coming through our port, the Immigration Officers or the Kenya Revenue Authority (KRA) can deal with that. It can be importation like when we had the Chinese milk which was very bad and we had to use the port."
