    "content": "Mr. Temporary Deputy Chairman, Sir, I, too, wish to oppose the amendment but to also state clearly that the Constitution allows derogation from the rights, but it only can be through a law enacted in Parliament, which is what we are doing. The test is whether it is justifiable in an open democratic society. It is justifiable in situations that warrant emergency action. Anybody who feels that their rights are violated can have recourse to our courts."
