    "content": "Mr. Temporary Deputy Chairman, Sir, it is an open secret that the stakeholders from the industry have been camping out there. This is one thing the Minister will confirm. In any case, the Ministry of Energy, the Ministry of Finance and the Ministry of Local Government are all Ministries which are making their own regulations. They have the experts in there. Why do we have to subject this regulation on a matter that is very professional to Parliament itself? So, I oppose this amendment."
