"content": " Mr. Temporary Deputy Speaker, Sir, I must start by congratulating my colleague, hon. Mutula Kilonzo, for having thought that it is prudent and important to split the Kenya National Human Rights and Equality Commission, which has been in place since 27th August, 2010. From the outset, I would like to say that I second this Bill. I just want to point out a few issues. There is so much that is related to gender and equality in this policy and legislation under the new Constitution. I just want to mention a few of those aspects, as captured under the Chapter on citizenship and the Bill of Rights; Articles 20 and 22 are on reproductive health issues whereas Article 27 is on equal opportunities and affirmative action; domestic violence legislation is addressed under Article 29; matrimonial property"
