Member that this area is prone to insecurity; instead of the Ministry spending a lot of money chasing cattle rustlers, it is prudent that they take a preventive action. Could the Minister consider, now that it is just the beginning of the spending of the finances for 2012/2013, re-allocating some funds from Development Expenditure, so that we can have at least 20 officers in this place? In my view, it is too risky to have only four or five officers."
