    "content": "Mr. Speaker, Sir. I am also a Member of Parliament for one constituency and I understand what is happening with CDF. Most of the capital projects that are going on are schools, health centres, dispensaries and police posts. If you look at the national level, there is a shortage of personnel in those three areas. There are not enough teachers, health personnel and police officers. So, to say that we do not have the capacity to equip every police post that is put up using CDF is not misleading this House."
