    "content": "Mr. Temporary Deputy Speaker, Sir, this is the beginning of the roadmap to police reforms in this country. Nothing took place by this House debating the Police Service Commission nominees who, in my opinion, are men and women of high intellect. They have impressive curriculum vitae and police reforms have begun. However, this should not be the end. We should scrutinize the Police Service Commission; we should scrutinize the Independent Police Oversight Authority. They must be scrutinized under the Constitution. The selection and interviewing of the Inspector-General and his two deputies must be scrutinized. The country should scrutinize the Police Force itself. The reasons or the genesis why we came up with this in the Constitution is because the Police Force has been a big let-down. Mr. Temporary Deputy Speaker, Sir, today, 30 minutes ago, we have been talking about what has been happening in Witu. The police and General Service Unit (GSU) were sent there to Witu to go and bring normalcy in the Tana Delta. But now, we are being told that they are raping women. They are interfering with the normalcy of the people of Witu. We expect that the reform process that we have started today--- Mr. Kavuludi and his team--- The new Inspector-General will reform the Police Force."
