    "content": "Mr. Temporary Deputy Chairman, Sir, I wish to oppose the amendment because it seeks to reduce the maximum penalty. In effect, you are now encouraging people to make fraudulent licences because the maximum they can ever be fined is Kshs100,000. We are talking about forgery of licences and I see no reason why the should not be not exceeding Kshs300,000, and not exceeding three years as stated in the Bill."
