    "content": "Mr. Temporary Deputy Chairman, Sir, based on the argument that the Minister has given, I am not persuaded. Fines are not meant to be a shopping spree where you go to a supermarket and say that you can afford or you cannot afford. It is meant to be punitive. If you want to discourage the culture of impunity in this country, we cannot impose fines which you can borrow from neighbours and tell them to conduct a harambee to help you. I oppose."
