    "content": "Mr. Temporary Deputy Chairman, Sir, I rise to support this amendment. The reform process is iterative. It is never a one task and we are on that reform path. Secondly, you appreciate that in the spirit of devolution, we have said that State organs shall be devolved. We want devolved decision- making. In the rural areas, we do not have decision making in traffic matters. You also appreciate how this section of the police has become very lucrative to the advantage of a few privileged. So, it is on that account that I support this amendment. It will go a long way in reforming the police force. I support."
