    "content": "Mr. Temporary Deputy Chairman, Sir, I also rise to support this amendment. I support what hon. Ogindo has just said. I also want to add that we want to close the loopholes rather than leave it to the whims of the Inspector General or whoever will be in charge of the police. This Traffic Department was the hierarchy, right from the village level up to the national level where they were collecting money and promoting corruption. I support this amendment."
