    "content": "of section 85 of Cap. 403. 32. Section 85 of the principal Act is amended by deleting the words “one thousand” and “three months” and substituting therefore the words “one hundred thousand” and “two years” respectively. This is Part 9 which deals with offences by drivers of machines other than motor vehicles. If you look at Section 85, it also deals with driving while drunk. So, we were proposing that the penalties that appear under this section be the same as the earlier sections that we had amended. I think those were Sections 47 and 49. So, we were saying that drunk drinking whether in a vehicle other than a motor vehicle, should attract the same penalty. That is why we have standardized it. So, we are increasing them from the proposals that were in the current Bill to enhance them to the same level as we have proposed in Sections 47 and 49."
