    "content": "Mr. Temporary Deputy Chairman, Sir, I beg to move:- THAT, Clause 48 be amended by deleting the words “fifty thousand” and “seventy-five thousand” and substituting therefor the words “ten thousand” and “twenty thousand” respectively. This one is on general penalties and we felt that these ones might be minor offences which have not been envisaged in the Act. We have proposed that we reduce the fines from Kshs50,00 and a maximum of kshs75,000 to Kshs10,000 and Kshs20,000, respectively."
