    "content": "Madam Temporary Deputy Speaker, I rise to oppose. We have just had a new Constitution. We want to seriously change the way things are run in this country. We have proposed a number of commissions, but my feeling is that the effectiveness of commissions must not be in their numbers, but in their commitment to their mandate. I was looking at Article 59 of the Constitution which creates the Kenya Human Rights and Equality Commission. Under this, the functions are outlined.
