(a) Could the Minister provide a programme of activities, indicating timelines that need to be undertaken by the Independent Electoral and Boundaries Commission (IEBC) before the forth-coming general elections on 4th March, 2013? (b) What is the status of the procurement of the Biometric Voter Registration (BVR) kits and could the Minister indicate who are involved in the procurement process and when the process is expected to end? (c) How much time is required to install, test and train the staff to use the BVR kits and could the Minister assure the House that the general elections will be held on 4th March, 2013?"
