"content": "For the moment, Member for Kitui West, I am satisfied that this Question has been fully answered. (a) Is the Minister aware? The Minister said, yes. (b) What steps is he taking to upgrade the dispensary to a sub-district hospital? He has answered, yes; they are taking steps to upgrade it to a health centre. So, really, the Question is fully answered, I am afraid. I direct that if you want any further information, then perhaps you want to follow up that with the Assistant Minister. But as framed, the Question is fully answered. Hon. Members, with respect to Question No.1739, the Member for Mandera East is indisposed and so I will defer this Question until such time that he returns and informs us that he is able to proceed."
