    "content": "On a point of order, Mr. Speaker, Sir. Is it in order for the Prime Minister not to categorically answer the point that I raised? Are these people in office legally? Are they being paid by the Government? He has said that it is not as a result of the Cabinet decision yet the County Commissioners are in office. We see District Commissioners’ headquarters being built on a daily basis. The evidence on the ground is that the Provincial Administration is entrenching itself even further. So, is it in order for him to tell us that if that is happening, it is not happening with the knowledge of the Government? Is that in order?"
