    "content": "On a point of order, Mr. Speaker, Sir. You will remember that sometime back, the Ministry of Public Works was to undertake infrastructure development to accommodate county governments but that was not to be. The Prime Minister now says that there are funds in the Office of the President which is the Headquarters of the Provincial Administration. So, if there are any funds there, then they are trying to entrench the Provincial Administration. The question is: are there any infrastructural arrangements for county governments as opposed to the entrenchment of the Provincial Administration?"
