Would I be in order to request that, since we have such tough sanctions against the Backbenchers - when one does not ask a Question when it is called out for the second time it is dropped, and it is not brought back - what sanctions should we apply against Ministers who fail to answer Questions because they are not here? What happens is that if Ministers are not here to answer Questions, the Questions are deferred and that is it! I seek your indulgence!"
