    "content": "Mr. Temporary Deputy Speaker, Sir, I rise to support the Bill. This Commission is necessary. Noting that no institution is perfect, we, as leaders, need “speed governors” when it comes to our utterances. Other Kenyans, too, need “speed governors”. This Commission acts as a “speed governor”, so that all of us can appreciate at all times that there is somebody behind us, noting what we are doing. I do not think we can over-emphasise the importance of good relations amongst all citizens and communities."
