    "content": "Clause 42 of the Bill be amended- (a) in sub-clause (1) by deleting the words “a police officer” and substituting therefor the words “the Financial Reporting Centre”. (b) by deleting sub-clause (2); (c) in sub-clause 3 by deleting the words “a police officer” and substituting therefor the words “the Financial Reporting Centre”. (d) in sub-clause (4) by deleting the words “Central Bank of Kenya” and substituting therefor the words “the Financial Reporting Centre”. This is to mirror the provisions of the Proceeds of Crime and Anti-Money Laundering Act, 2009 which give the Financial Reporting Centre the mandate of monitoring suspicious transaction reports."
