    "content": "Clause 50 of the Bill be deleted and substituted with the following new Clause:- 50.(1) The Cabinet Secretary may make Regulations in respect of all matters in respect of which regulations are required or authorized by this Act. (2) Where the Security Council of the United Nations decides, in pursuance of Article 41 of the Charter of the United Nations, on the measures to be employed to give effect to any of its decisions and calls upon member States to apply those measures, the Cabinet Secretary may, by regulations make such provisions as may be necessary or expedient to enable those measures to be applied. (3) Where a regulation under sub-section (2) declares that there are reasonable grounds to believe that an entity specified in that regulation is engaged in terrorist activity, that entity shall be deemed with effect from the date of publication of the regulation to have been declared a specified entity under section 3 of the Act. (4) Regulations made under sub-section (2) shall be laid before the National Assembly. This is to give the Cabinet Secretary powers to make regulations to implement United Nations Security Council Resolutions. These regulations will be laid before the National Assembly. This also ensures that the Bill complies with internal conventions on terrorists financing and the requirement of the Financial Action Task Force."
