    "content": "Thank you, Mr. Temporary Deputy Chairman, Sir. I do not know whether the Minister can also clarify what happens when a Paper is laid in the House. Is approval mandatory? Will laying just be laying and approval will not be sought by the National Assembly? I thought that such an amendment shall be laid before the National Assembly and approval sought or maybe a simple majority approval would be more prudent than just saying that we lay the Paper."
