    "content": " Madam Temporary Deputy Speaker, I want to go on record congratulating Members of the Tenth Parliament. This Bill was elusive in the Ninth Parliament and they were not able to pass it. It has now been passed by the Tenth Parliament and I think my congratulations are in order. Again, I want to say that if there is one Parliament that has worked and deserves accolades, it is the Tenth Parliament. The sacrifices that the Tenth Parliament has made--- Even as Members of Parliament we know our biggest dream is to be appointed to the Cabinet, but we said that with the new Constitution, we were foregoing this privilege. We are giving it to the Non-Governmental Organizations (NGOs), business people and anybody else who is not a politician. Madam Temporary Deputy Speaker, secondly, I want to congratulate the new Minister of State for Provincial Administration and Internal Security. I think those who had doubts about his performance and capability have been put to shame. I think he has done a wonderful job, he has brought consensus on a very controversial issue and he has succeeded."
